I found some settings in device manager for the drivers for this USB converter. Under advanced there is a setting for latency. By default it was set at 16. I changed it to 1 and was able to completly remove the wait for silence pause in my monitor macro. Sampling frequency now bounces between 9.5 and 11.8.
